The Wiki, ci.e.o and Eclipse Marketplace all share the same set of
webheads. Sometimes something happens to MarketPlace specifically and it
really slows down ci.e.o and Wiki.
We're looking into splitting things to help avoid these situations.

claims it's up, but that's only checking http.

HIPP6 but also Simrel-CI isnât reliably reachable for me as
well. It seems to get stuck at TLS handshake. Sometimes it
works, sometimes it times out. Have there been any updates to
encryption libraries? Yesterday Github had a similar issue,
unfortunately I have no idea how they have fixed it.

HIPP6 is down again (or a proxy leading to it), bug
reopened. Scout will be somewhat late with its RC2
contribution, depending on when HIPP6 comes back online.
