Hi, if your are logged into a projects "projects.eclipse.org" site (e.g.
https://projects.eclipse.org/projects/modeling.tmf.xtext/) then you can
find a "Comitter Tools" section with a Create a Contribution
Questionnaire entry

The handbook is accurate. It's the old "Developer Portal" at
portal.eclipse.org that's been shut down.
